"The venders of foreign and domestic merchandise, brokers, etc., in the county of Luzerne, State of Pennsylvania, will take notice that in pursuance of the several acts of assembly of the Commonwealth to provide revenue to meet the demands of the treasury and for other purposes, the undersigned appraiser of mercantile and other license taxes in said county of Luzerne, has prepared the following list of dealers in goods, wares, merchandise, patent medicines, brokers, etc., wholesale and retail, in said county and placed each in their class, which appeared to him just and right."
