This is my submission to the Tartan / Natrat commission, as requested
by John Hannon (jfhannon@andrew), as I was/am listed among the
"interested" students mentioned to the commission.

TartanCommission-submitted.doc is the version submitted to Mr. Hannon's
	inbox on 2004/07/14.
TartanCommission-updated.doc is a slight revision that folds in mostly
	grammatical and diction notes.  Its content is minimally (if at all)
	altered and the intent is certainly not at all altered.

Both files have detatched signatures by my Andrew identity key.

These materials are placed in the public domain, beyond the reach of
copyright.  Feel free to redistribute them as you wish.  You are welcome
to modify them as you will - for what aim I know not - as the digital
signatures here will serve to identify the copies that are from me.
