Effectiveness
While the effectiveness of this particular service suffers because the service is simply eliminated, two other services will exist that are just as effective and possibly more. First, those who decide to use other skating rinks in the area will benefit from the general higher quality of private rinks. Second, because the parks are landlocked and unable to expand, the opening up of a new parcel of land as a ball field or some other use.
Equity
Silver Blades -- voucher/reduced cost passes
Staff -- reassign maintenance; other workers absorbed into market b/c of increased demand.
Taxpayers -- Skating subsidy decrease
Park users -- new land use opportunities
Feasibility
This option is feasible. County officials must make it clear that few if any jobs would be on the line as a result of closing South Park rink, and work with existing employees to find relocation possibilities. In addition, it is vital to let current skaters know about any system worked out for reduced costs at private rinks.
