Efficiency- The Plumbing Section had used no performance measures prior to our analysis and therefore yielded no cost data. In addition, there was no measurable value added by the Plumbers’ Inspections so nothing will be lost in terms of efficiency.
Effectiveness- Again there were no performance measures in place so we could not determine whether or not the inspection process yielded any outcomes. However, we know from surrounding counties without formalized plumbing sections that there are little, if any, health risks attributable to plumbing. So, again, effectiveness will not be affected and quality will be guaranteed by the individual plumbers.
Equity- No citizens will be worse off as a result of dropping this service. Additionally, the plumbers who served as inspectors can now practice their profession.
Feasibility- Philadelphia, the other urban county in PA, uses virtually the same system. However, it is presently unclear whether this form of plumbing inspections falls within the PA mandates. The secretary of health of the commonwealth of PA has the final say.
