• has a sizable budget
• presented significant management challenges to the county over the past year
• there is a growing body of academic literature weighing options of alternative service delivery for jails and prisons.

First I would like to give you a brief overview of the jail,

then offer some options of alternative ways of managing the jail and evaluate these options in terms of feasibility, effectiveness, efficiency, and equity

finally we will offer some conclusions.
