Comments:

Can be downloaded from ftp://ftp.inria.fr/INRIA/Projects/Gamma/bl2d. A commercial version of BL2D will be released shortly. It will be a combination of frontal and Delaunay methods in order to improve the mesh quality. Quadrilaterals, elements of degree 2,and boundary deformations will be supported. Also, another software package named BLSURF will be available soon: it is based on BL2D and creates surface meshes in the 3D space.
