Article I: The Structure of the No Parking Players
Section I: Membership and Offices
a. There are three elected positions within the No Parking Players: Artistic Director, Business Manager, and
Publicity Pimp.
b. There are two appointed positions within the No Parking Players: Board Liason and Webmaster.
c. A person shall have fulfilled a commitment to NPP (as per section 3.3.0.2 of the Scotch'n'Soda Constitution) if
he or she:
1. Has attended three rehearsals or workshops in the past two semesters
2. Is member of the Performance Group
3. Holds an elected or appointed position within NPP
d. A person shall be considered a member of NPP if he or she is eligible for membership to Scotch'n'Soda
through his or her involvement with NPP.
Article II: Elected Positions
Section I: Election and Voting Procedures
a. Elections for the positions of Artistic Director and Publicity Pimp will be supervised by the sitting Business
Manager.
b. Elections for the position of Business Manager will be supervised by the sitting Artistic Director.
c. Any member of the No Parking Players may make a nomination. The nomination must be seconded by another
member of NPP.
d. Nominations for elected positions must be accepted by the nominee. Nominees may also refuse to accept the
nomination, rendering it null and void.
e. Any member of the No Parking Players may be nominated for an elected position, with the following
restrictions:
1. The member must be planning to remain a student at Carnegie Mellon for the duration of his or her
term.
2. Any member of NPP who has been a member of the organization less than one year may not be
nominated for Artistic Director.
f. Nominations will be posted, seconded, and accepted on the No Parking Players electronic bulletin board. At
the discretion of the election supervisor, nominations may also be taken at Performance Group meetings and
Workshops.
1. Nominations may also be submitted anonymously to the election supervisor, who will then post the
nominations to the electronic bulletin board.
g. After elections are announced, the floor will be open for nominations for one week. Exact times and dates will
be determined by the election supervisor.
h. After the close of nominations, the election supervisor will announce the commencement of voting. Voting shall
occur over no less than three days and no more than seven days after the close of nominations.
i. Voting may occur on the NPP bboard, or votes may be sent directly to the election supervisor.
j. Every member of NPP may cast one vote in the election.
1. Should a member of NPP attempt to cast more than one vote, or to corrupt the voting process in any way, the
election supervisor will declare that member's vote null and void.
k. After the closing of the voting process, votes will be tallied by the election supervisor, who will announce the
results to the public and the members of NPP no later than 24 hours after the voting ends.
1. The winner is the nominee with a simple majority of the votes cast.
l. Should the election result in a tie, the election supervisor will conduct a run-off election following the
procedure outlined above.
Section II: The Artistic Director
a. The Artistic Director will be elected at the beginning of the spring semester. Nominations will start no later than
one week after the semester begins.
b. The term of the Artistic Director begins the day after the winner has been announced.
c. The duties of the Artistic Director are as follows:
1. To organize and oversee initial casting for the Performance Group at the beginning of every semester.
2. To select new members of the PG.
3. To run PG rehearsals.
4. To direct NPP performances.
5. To ensure that the artistic needs of both the PG and the Workshops are met.
6. To appoint NPP members to the positions of Board Liaison, Webmaster, and to the Teaching Group.
7. To announce (at initial workshops and on the No Parking Players electronic bulletin board at the
beginning of each semester) the minimum criteria a NPP member must meet to be considered to
perform in a show.
Section III: The Business Manager
a. The Business Manager will be elected at the end of the spring semester at least one week prior to final exams.
b. The term of the Business Manager will start the day after the winner has been announced.
c. The duties of the Business Manager are as follows:
1. To ensure that NPP spends its budget responsibly, and to keep the Managing Director of S'n'S
appraised of the troupe's expenditures.
2. To confer with other organizations (on-campus organizations, outside groups, et cetera) to set up
performance dates.
3. To ensure the Publicity Pimp has the financial and human resources he or she needs.
4. To coordinate room reservations.
5. To maintain the NPP membership list.
Section IV: The Publicity Pimp
a. The Publicity Pimp will be elected at the end of the fall semester at least one week prior to final exams.
b. The term of the Publicity Pimp will start the day after the winner has been announced.
c. The duties of the Publicity Pimp are as follows:
1. To work within the budget allotted to him or her by the Scotch'n'Soda Board.
2. To keep the Business Manager informed of all expenditure he or she incurs.
3. To coordinate publicity for the organization.
Article III: Appointed Positions
Section I: The Teaching Group
a. The Artistic Director shall be responsible for selecting members of the No Parking Players to conduct the
Workshops.
1. If any member objects to the AD's choice, the appointees must be approved by a 2/3 majority of the
membership.
b. The Teaching Group meet with the Artistic Director discuss the format of the Teaching Group.
c. The Artistic Director, in conjunction with the Teaching Group, shall be responsible for designing an appropriate
improv curriculum for the Workshops. The curriculum may be reviewed and altered at the discretion of the
Artistic Director and Teaching Group.
Section II: The Board Liason
a. The Artistic Director shall be responsible for selecting a member of the No Parking Players to be the troupe's
liason to the Scotch'n'Soda Board of Directors.
1. If any member objects to the AD's choice, the appointees must be approved by a 2/3 majority of the
membership.
b. The duties of the Board Liason are as follows:
1. To keep the S'n'S Board of Directors informed of NPP's activities.
2. To serve on the Scotch'n'Soda Auxiliary Board, as defined in section 4.4.0 in the Scotch'n'Soda
Constitution.
3. To keep track of SınıS Board of Directors attendance at rehearsals and shows.
Section III: The Webmaster
a. Should the Artistic Director deem it appropriate, he or she will appoint an individual other than the Publicity
Pimp to maintain and update NPP's website.
1. If any member objects to the AD's choice, the appointees must be approved by a simple majority of
the membership.
Article IV: The Performance Group
Section I: Structure and Duties of the Performance Group
a. Any eligible member of the Carnegie Mellon community may be placed in the Performance Group. Preference
will be given to those with previous No Parking Players experience.
b. The Performance Group shall be composed of the Artistic Director and performers.
c. The number of members of the Performance Group is left to the discretion of the Artistic Director.
d. The initial membership of the Performance Group at the start of a semester may be determined by an audition
process or by a re-cast of Performance Group members from the previous semester at the discretion of the
Artistic Director.
1. If the Performance Group is re-appointed, all the members of the Performance Group, provided they
are still eligible, will be re-cast.
2. If auditions are held, they will be conducted by the Artistic Director approximately three weeks after
the start of the semester, and will be announced and advertised one week in advance. The AD shall
announce the cast of the PG within 24 hours of the end of auditions.
e. Performance Group rehearsals shall be scheduled by the AD.
1. Workshop members or outside observers are welcome at Performance Group meetings, but may not
participate unless authorized by the Artistic Director.
2. Should the Performance Group be preparing for a performance, the
Artistic Director may close the
rehearsal to observers at his or her discretion.
f. The Performance Group shall perform as The No Parking Players at on-campus shows, paid appearances, and
off-campus shows.
g. The casting of each performance will be left to the discretion of the AD.
h. Tenure in the Performance Group shall last from September through January (when the new Performance
Group is selected) for the Fall Semester, and January through September (when the new Performance Group is
selected) for the Spring Semester.
i. All members of the Performance Group are required to attend workshops and rehearsals as determined by the
Artistic Director.
j. A member may be removed from the Performance Group by the Artistic Director if that member has more than
2 unexcused absences from required rehearsal or 1 unexcused absence from a scheduled performance.
Article V: Workshops
Section I: The Structure of the Workshops
a. All eligible members of the Carnegie Mellon community are welcome at the Workshops.
b. The Workshops shall be scheduled by the AD.
1. There must be at least one rehearsal per week while school is in session in which anyone may
participate.
c. Each workshop must be attended by at least the Artistic Director, Business Manager, or a member of the
Teaching Group.
d. The focus of the Workshops shall be the acquisition of basic improvisational skills and the application of those skills to advanced improvisational techniques.
e. Workshop members may be selected as needed to perform with the PG in a show provided they meet the minimal criteria set for by the AD at the beginning of the semester.
f. Non-PG members of NPP shall be given preference in being cast for Woodscotch performances.
Article VI: Additional Duties
Section I: Delegation of Additional Duties
a. All duties not enumerated in Articles II and III shall be discussed by the Artistic Director and Business
Manager. At their discretion, they shall decide under whose responsibility the duty falls.
Article VII: Vacancies
Section I: Vacancy of the AD
a. The Business Manager will take on the duties of AD and immediately call for elections of the new AD. Voting shall occur as outlined above.
Section II: Vacancy of any other elected positions
b. The AD shall appoint someone to take on the duties of any vacant position.
c. The AD shall call for a special election to fill the vacancy if it occurs more than one month prior to the normal
election for the vacant position. Otherwise the appointee shall assume duties until the end of the term.
Section III: Concurrent Vacancy of Business Manager and AD
a. The organization shall defer to the ScotchınıSoda Board of Directors to resolve the situation.
Article VIII: Amending the Rules
Section I: Amendment Procedures
a. Should a member of NPP wish to suggest an alteration to the Rules, he or she must generate a petition with the
signatures of five other members of NPP and give the petition to the AD and Business Manager. The AD and
Business Manager will then consider bringing the issue to the general body of NPP.
b. Discussion of the proposed amendment shall be organized jointly by the Artistic Director and the Business
Manager.
c. Amendments to the Rules must pass with a 2/3 majority of the general NPP membership.
