This is the Muppet Mobile Lab a entertainment robot designed and used by Disney theme parks. It is used as an entertainment attraction at parks aroung the world by using speakers, special effects, and animatronics to interact with theme park guests.
This robot has multiple cameras and microphones so that the operators can see remotly and interact with guests. The segway base most likely has a method to measure the angular tilt to keep the robot upright.
Since the robot is teleoperated the motion of the whole robot is not planned. There is some software wihin the base for the the two wheeled base to react in the direction directed by the operator. There are also some preprogrammed actions for the entertainment side of the robot such as animatronic movements and having the robots track faces and look at guests.
The robot uses the two wheels on the ground to keep the robot upright. It also uses the wheels to propell it self forward. The animatronic figures have actuators that will have them act and motors that will move their heads to look at people.
