DIRECTOR, PH.D. PROGRAM IN EPP, CMU-PORTUGAL PROGRAM

 

As part of a large international partnership between Carnegie Mellon and Portuguese Universities, I developed a new dual PhD Program in Engineering and Public Policy offered jointly by Instituto Superior Técnico, University of Lisbon, the Faculty of Engineering of the University of Porto and CMU. Students in this program spend half the time before they graduate at CMU and the other half in one the Portuguese Universities. This arrangement allows graduating students to obtain two PhD diplomas in EPP: one from CMU and one from the Portuguese University they attend. I served as PhD Director since the inception of the program in 2007 until 2012. During this span of 5 years, the program funded 18 full-time PhD students with 5-year Ph.D. fellowships from the Portuguese NSF.

 

BOARD of DIRECTORS, KNOWLEDGE SOCIETY AGENCY (PORTUGAL)

 

I was commissioned by the Ministry for Science, Technology and Higher Education of the XVI Government of Portugal to work on the Governmental Program for the Development of the Information Society. The resulting program entitled “Connecting Portugal: A Program of Action in the Portuguese Government Technological Plan to Mobilize the Information and Knowledge Society”, was later implemented by the Portuguese Knowledge Society Agency (UMIC). I served as an Executive Member of the Board of Directors of UMIC between 2005 and 2009. In this position, I worked on several projects, including:

 

1. Deployment of broadband connectivity in all schools (9000+), with bandwidth upgrade both at the backbone level and in the last mile. Completed in 01/2006

 

2. Implementation of LANs in all middle/high schools (1200+), decreasing to 5 the number of students per computer connected to the Internet. Completed by 09/2008

 

3. Implementation of WLANs in all higher education institutions (70+), serving 320k+ college students. Completed by 12/2005

 

4. Development and online implementation of all academic and administrative services (38) in all universities (70+). Completed by 06/2008

 

5. Implementation of the Portuguese academic and scientific online library, 17k+ titles available, 8mil+ downloads (2005-2007). Negotiations with publishers finished in 10/2006

 

6. Development of the National Grid Computing (NGC) Initiative including monitoring applications for the CERN-LHC experiment. Launched call for research projects in April 2006. Upgraded NGC clusters from 400 to 6500 CPUs in December 2008

 

7. Design, development, and implementation of an online platform for information on health care to the public at large, partnership with Harvard Medical School. Beta version 1st Q2019

 

8. Launch of a new Fraunhofer Institute (in Portugal) for Applied Research on “Technology, Content and Services for Digital Inclusion”. Launched in 3rd Q2008 (1st Fraunhofer Institute outside Germany)

 

9. Implementation of Creative Commons licenses in Portugal, mobilization of practitioners nationwide among several communities: schools, universities, artists, writers, and media. Completed by 12/2006

 

10.Represented Portugal in the High-Level Group on Internet Governance at the European Commission (2005-09)
