The Constitution of CSSA

ARTICLE I: OF THE NAME

The name of the organization shall be "Chinese Student and Scholar Association at Carnegie Mellon University", abbreviated as "CMU CSSA" or "CSSA".

ARTICLE II: OF THE PURPOSE

SECTION 1 To help build a better Chinese community within the campus.

 

SECTION 2 To provide chances for promoting the friendship and mutual understanding among its members.


SECTION 3 To provide help to incoming students from China.


SECTION 4 To contribute as a multicultural student organization in Carnegie Mellon.

ARTICLE III: OF THE MEMBERSHIP

SECTION 1 Every CMU student/scholar who has actively participated in the activities organized by or closely related to the organization is eligible to apply for a membership. Both emails and hard copies are acceptable forms of the applications for the membership.

SECTION 2 The membership clause abides by the Carnegie Mellon University Statement of Assurance.

ARTICLE IV: OF THE STRUCTURE

SECTION 1 The executive board shall be the highest policy-making and executive bodies of CSSA when the general meeting is not in session.

 

SECTION 2 The executive board members shall be: President, one or two Vice Presidents, Treasurer, Secretary, and a number of additional members. The number of the executive board members shall be no less than 9.

SECTION 3 The President represents CSSA in any external events. The President shall be elected at the general election meeting of CSSA members. The tenure of the President shall be one year or less.

SECTION 4 Other executive board members, including the Vice President(s), the Treasurer and the Secretary, shall be appointed by the President. The appointment of the Treasurer shall be announced and approved at a general body meeting of CSSA members.

SECTION 5 The President, Vice President(s), Treasurer and Secretary shall be full-time CMU Chinese students.

ARTICLE V: OF THE DUTIES OF PRINCIPAL BOARD MEMBERS

SECTION 1 The President shall be responsible for coordinating CSSA activities, reporting them on behalf of the executive board at the general meeting, and for the appointment and removal of other executive board members.

SECTION 2 The Vice President(s) shall assist the President in all activities and, upon the approval of the executive board, shall act in the capacity of the President when the President is absent.

SECTION 3 The Treasurer shall be responsible for keeping the financial records and reporting them to the President and the executive board.

SECTION 4 The Secretary shall be responsible for keeping records of non-financial activities as well as the activities of the executive board.

ARTICLE VI: OF THE ELECTIONS

SECTION 1 The general election meeting shall be held at the end of each academic year in the registration week or the week after it.

SECTION 2 The schedule of the general election meeting shall be announced no later than a week prior to the date of the meeting.

SECTION 3 The winner shall be decided by simple majority.

 

ARTICLE VII: OF THE RESIGNATION/REMOVALS

SECTION 1 Resignation of the President is at his/her will. The submission of the resignation decision must be at least 28 days in advance and in a written form. During this interval, the executive board shall be responsible for holding a general body meeting to elect the.

 

SECTION 2 Resignation of an appointed member of the executive board may resign at his/her will. The submission of the resignation decision must be at least 14 days in advance and in a written form. The President shall be responsible for filling the vacancy within 14 days.


SECTION 3 The impeachment of the President shall be initiated by a written form signed by no less than 25 members submitted to the executive board. If it is approved by absolute majority within the executive board except the President, the executive board shall be responsible to hold a general body meeting to vote on the proposed impeachment within 14 days. The proposed impeachment shall be approved by simple majority. If the proposed impeachment is approved, the executive board shall be responsible for holding a general body meeting to elect the President within 14 days.

SECTION 4 The President shall suggest the removal of an appointed executive board member in case he/she fails to fulfill his/her obligations. If approved, the President shall be responsible for filling the vacancy within 14 days. The removal of the Treasurer shall be approved by a general body meeting by simple majority.

ARTICLE VIII: OF THE AMENDMENTS

SECTION 1 Amendments to the constitution shall be proposed by the executive board or by no less than 25 members.

 

SECTION 2 Upon receiving a valid proposal, the executive board shall be responsible for holding a general meeting within 28 days to vote on the proposal.

 

SECTION 3 The proposal of the amendments shall be approved by the two-third majority rule in the general meeting.

THIS CONSTITUTION AND THE AMENDMENTS TO IT SHALL BE SUBJECT TO THE REVIEW BY THE COMMITTEE ON STUDENT ORGANIZATIONS.
