This page was laid out in Microsoft FrontPage using a table. The table width can be set so that the table resizes with the browser, or is fixed. The width of the links bar to the right was set to 25% of the table's width, whatever that turns out to be when the table is displayed. To vertical alignment of the text in the links bar was set to "top."
