Carnegie Mellon Student Pugwash is a non-hierarchical, non-partisan, student-run organization.

At its center, Carnegie Mellon Student Pugwash has a steering committee of three to five people, all of whom share the responsibility of directing the group. No one shall claim leadership, although the role of Chapter Chairperson may be assigned by unanimous decision of the steering committee. The Chapter Chairperson will be responsible for determining organizational priorities.

All non-organizational issue-related decisions shall be made by consensus. For each task undertaken, interest in a particular issue or project should determine the amount of responsibility assumed by each member at any given time. No one is required to take on a given assignment or allot a given amount of time to any project or undertaking. Although the involvement is voluntary, it is a condition of membership on the steering committee. Any student who participates in an active and constructive manner in furthering the goals of the chapter (as stated in the Purpose of Organization) will be considered an active member of Carnegie Mellon Student Pugwash. All active members may take part in the decisions concerning the composition of the steering committee.

Carnegie Mellon Student Pugwash encourages the full participation of all undergraduate, graduate, and professional students. All of its meetings are open to those who are willing to contribute to and learn from its activities. Yet, in all cases, the steering committee will be responsible for the initiatives undertaken by this chapter.
